I am an Assistant Professor in the Department of Political Science at the University of Toronto Scarborough, and in the tri-campus Graduate Department of Political Science based at the St. George campus. I am primarily interested in Canadian politics and public law, with interests in Canadian constitutional law, federalism, intergovernmental relations, and Quebec nationalism.
I hold a BA(Hons) from the University of Toronto, and a masters degree in politics and a Bachelor of Laws from Queen’s University. I articled at a major Toronto law firm after completing my law degree, before returning to academia. I then completed a PhD on the topic of Canadian federalism and Quebec politics at the University of Toronto.
Among other journals, my work has appeared in the Canadian Journal of Political Science, Canadian Public Administration, and Publius: The Journal of Federalism (with Robert Schertzer and Grace Skogstad). I was also the co-editor of a major, 2-volume book on Confederation (with Jaqueline Krikorian, David Cameron, Marcel Martel, and Robert Vipond).
Most recently, I have published a book on Quebec politics, Sleeping Dogs: Quebec and the Stabilization of Canadian Federalism after 1995 published by the University of Toronto Press in 2023.
